I am sure on some level rigid, disciplined guidelines helps people. Indeed Prison has a great affect on some people, you get training, develop life skills, have an environment in which the rug won’t generally be pulled out from under your feet. Some prisioners become so accustomed to this life that when it comes time to leave the prison world it is simply too much. Is Mercy Ministries a type of prison?
"One major issue that I struggled with throughout the duration of my Mercy stay was complete submission; being told how to dress, when to sleep, when to shower, when to wash your clothes, when to eat, how much to eat, when to change your sheets, what music you were allowed to listen to, what shops you could and couldn’t go into." – Source
So for people who have never had stability or have a life running off the rails then of course a strict regime of discipline will have some positive effect. The difference between Mercy Ministries of course, is that in Prison you still get access to proper psychological care if you need it. And in prison your thoughts are still your own.
So I am sure if you can "get with the program" and surrender your thinking then you will succeed. If you have an independent spirit and just want assistance and not submission steer clear of Mercy Ministries

… and that is exactly how it was. Prison – not only physically, but much worse than that – a prison of the mind. Free-thinking and honest questioning was discouraged, even when it was questions about the Bible by girls who did not come from a Christian background.
Talk about an abusive atmosphere. I don’t see the government moving on anything though.
I suppose it might be worth doing a letter writing campign, or approaching government MP’s with a petition?
